Rumba beat 2 3 41

I was taught to dance on the second beat for rumba.
This would make sense if the down beat is on the second beat and use the 1 beat as prep step. What happen if the loud (down) beat is on the first beat, do you still start on the second beat ? Please explain when and why you start on the second beat of a song ? I know there are many cha cha songs that has down beat on the first beat.

To both Oca999 and SocialDancer:

Say, if I visit England and dance Rumba with ladies there using American Rumba tempo and American Rumba steps, would they be comfortable with? Particularily if the ladies whom I ask to dance are advanced ballroom dancers and usually dance to 2341 beats?
