Night club 2 step

This dance is supposed to be counted 1&2,3&4 according to most people, and I have heard it compared to samba, rumba, bolero, salsa ,merengue and cumbia. I think people have their &'s and a's mixed up. samba is 1a2,3a4 - which is 3/4,1/4,1. Swing is not1&2 like everyone says, but actually is 1a2,3a4- which again is 3/4,1/4,1. Cha-cha is 1,2,3,4&-meaning that 4=1/2 and &=1/2.So having said all this is nightclub 2 step 1&2,3&4,or is it really 1a2,3a4

As to whether NC 2-Step should be counted 1 and 2 or 1 *a* 2, I'd definitely go with the *and* count (in other words: 1/2, 1/2, whole). NC 2-step is supposed to have a very loose flowing feeling. It's not sharp and rhythmical like Samba.
