A haft turn for lady in Cha cha cha or Rumba

In some figures of Cha cha cha or Rumba (Int' Style), lady makes a haft turn on 2 or 3 (count 2 3 4&1). But, some ladies are confused when should be turned a haft on 2 or 3?
For example : Cha cha cha
- For Switch turn, Natural opening out, Closed Hip Twist, Spiral turn and Chasse on 2
- But only for Hockey Stick on 3.

Although I am Man, I still did confuse. What you have written was not exactly what happen in dancing.
- 2 or 3: is the point of time when the foot, or exactly the weight, must be placed onto the floor
- Therefore, the turn will be occur between beats (between 2-3 for exp.), not on this beat or that beat.

We are familiar with ISDT.
In Latin American Cha cha cha book of ISTD, for example: Chase (for man and lady), said that: on 6 (count: 2), LF fwd, then turn to end LF back in TP (1/2 to R); on 7 (count: 3), transfer weight to RF (no turn). We understood that, on 6, turn 1/2 to R and on 7, no turn (the turn on beat, not between beats).
