how can lady just 'com. to turn R on 1' while man has turned 3/8 to R on 1?

Man is doing a pivot on step 1, so all of his turn is completed on the left foot. Lady is turning BETWEEN steps 1 & 2, so she just commences to turn on 1. The terminology is used to describe what happens. It does sometimes sound confusing, but it IS accurate.

the turn "on" certain step, in my understanding, is that u turn IMMEDIATELY when the foot is in its position.

while the turn between two steps is the amount of the turn meaured between the ending position of step 1 and 2. that means there is no IMMEDIATE turning on step 1.

this case is not really possible when man really turns "on" 1.

the turning action of lady in o/s spin step 1 is something like pivoting action as in step 4 of nat. spin turn where the wording is "on" 4. it makes sense but not in o/s spin.

Not necessarily...

Turn "between" two steps can imply that the entire rotation occurs between the end of one step and the beginning of the other, but it doesn't have to. It can actually encompass any period of time from the beginning of the first step to the end of the second.

This means that part of the lady's 5/8 can be taking place as she's still leaving 1, which is most likely the implication. The area is pretty gray because she's closing her feet on 2, and when closing the feet, the actual point of weight change is subject to some interpretation.

The more important point is that she continue to project forward with her direction of movement, so that the rotation is still positive. If she rotates too early, her right side will move backwards, causing negative rotation and putting strain on the dance position. It is for this reason that I, too, would not describe the turn as being on the "end of 1", even if some of it is.
