Rumba timing, also mambo/salsa

Question? Arthur Murray's rumba and some independents rock(QQ) on 3,4. Fred Astaire's and other independents rock on 1,2. International style rocks on 2,3, which is consistent with cha-cha(both styles)and mambo which basically is salsa, but mambo you MUST rock on 2,3 while salsa can be on any beat, but primarily 12 or 34. Can any one explain this mess to me?
