"phrasing"

My instructor started me on this thing "phrasing" in American tango when I was already comfortable for quite sometime in my timing of ssqqs or qqs. I feel uneasy again using beat counts such as 1-3-56-7-8 instead of the rhythm ssqqs. Are beat counts the way to go as you move up to higher levels? I can readapt since I've used beat counts when I started tango but it will take quite sometime again since my musical aptitude is somewhat mediocre.

Just a clarification from my initial post -

I did not mean to equate phrasing with timing in my first posting. I do know they are different. It's just that he (my instructor) prefer to use beat counts when I do phrasing.
