Head movement in Oriental dances?

Hi all!

I can't figure out how this head movement especially in Indian dance is achieved. These dancers seem to be able to effortlessly move their heads from side to side whilst keeping their faces perpendicular to the floor and facing in the same direction at all times. Sorry, can't describe it any better.
Is there a special trick or technique involved in this, or is it something one is either born with or not?
