There is a sort of delay, or differing of emphasis between the partners in a turning figure, but NONE in a NON-TURNING figure such as the FEATHER STEP.

Not if he's halfway decent. If he is, his movement will exactly match what he is suggesting to his partner. And she isn't passing him for the record, nor would he would pass her on a forward feather. It's all in the use of the feet, to project the bodies right through and beyond the point of balance.
