This is a misquote as has been pointed out to you numerous times in the past.
What he actually said was that a specfic situation should be thought of as more of a forward swing than a twisting. That's a comparative statement rather than an absolute one.
More importantly, it is hardly the same thing as saying generally that there is no twisting, especially as there obviously is in promenade position, and at a more advanced level a whole catalog of other places as well.
