Turning in Viennese Waltz

In Viennese Waltz, for one measure the amounts of turn (as I know)

of natural turn are
1/8 between step 3 of previous measure and step 1
1/4 between steps 1 and 2
1/8 between steps 2 and 3

of reverse turn are
1/4 between steps 1 and 2
1/4 between steps 2 and 3
no turn between step 3 and step 1 of next measure.

Why is there this difference? Thanks for any explanation.
