yes, you may interpret the turn "between" two step is ANY period of time between starting pos of step 1 and ending position of step 2.

in actual practice, lady must turn certain amount once she steps on 1 and spread some remaining before steping on 2.

the problem is to break down the figure by "steps" while the turning is continuous over beat 1 and 2.

i think there is no problem at all if we describe the action as RF forward (in CBMP OP), turning to R and closed LF to RF, completing 5/8 over beat 1 and 2.
