The latest revision of the ISTD Samba technique book has a new and different way of describing Samba timing, and what you're describing sounds similar. For example, the Natural Basic Movement:
Count 1
Step forward RF
Count "a"
LF closes to RF, without weight
Count 2
Take minimal weight to LF and then replace to RF

The following post was intended to be a response to the previous quote. Apologies.
Samba bounce and timing
I know this is an old post, but I found the last comment to be quite helpful. I am having a most difficult time capturing the Samba movement, and one of my foremost issues is that I transfer too much weight onto my off-wieght foot in between the "a" and the "2" after I close feet. If on the "2" I shift weight onto my free foot and then back to the standing leg, I do not have the time to put too much weight on that free foot. Thus my movement is kept light and on time. Thoughts? Corrections?
Does anyone have any tips or exercises to to improve samba technique? I am very much in need!
Best Regards,
