If I start from Promenade Position into Weave and Back-Change. Are the following footwalks correct?

Weave: HT(RF), T(LF), TH(RF).
Back-Change: T (LF), T(RF), TH(LF).

I think your description on the weave part is correct. For the second part, I do not think you can use Toe with LF going backward at 1. I guess TH would be fine. If someone has a technical book handy, please verify for us -- a silver syllabus called 'weave from promenade position'.

According to the ISTD standard technique book, the footwork on the Weave From PP is HT, T, TH, TH, T, TH for the man and HT, T, TH, HT, T, TH, T for the lady. Since you've lowered after the third step, you need to start the rise again on the fourth step. You're not taking it already in an up (or already rising) position which a T step generally implies. It's basically a back walk starting to rise, so it goes TH with no foot rise (NFR).

Terminology aside, to do the weave from promenade position, is it the same as dancing open reverse turn with open finish as in Tango? in all practical purpose? (I know there is no syllabus in waltz called open reverse turn with open finish. Or is it an open level steps?)

My second question is: in dance waltz syllabus "reverse turn", am I limited to do a set of closed box steps (in 1-2-3,4-5-6) and not open box steps?

Please disregard my previous post of 3-13-02.

We had a practice yesterday and we worked for an hour on the waltz weave from promenade then natural turn, closed change step, into closed reverse turns. It is all clear to me now. I guess I was a little confused by thinking weave in the foxtrot while posted yesterday. Thanks......
