footwork and sway of tipsy in QS

i have some question about the ISTD tipsy to R and L.

1. why is the footwork of step 3 of tipsy to R "i/e of T and i/e of T of LF"?

2. The feet positions of Tipsy to R and L for man and lady are normal opposite. why the sway of tipsy to R and L for man (woman) are the same? and why there is two options? the above footwork, i/e of T (RF), seems consistent w/ the sway SLL but not SSR.
