I need a Windows campatable MP3 software that will quickly reconfigure the bars per minute then save the file for future use. I currently use Goldwave but cannot find a way of doing what I described above. Any advice?

Have you tried the TimeWarp effect in Goldwave? That will change the tempo by a given percentage. The default setting will also change the pitch but then so do most variable speed CD players. Other settings such as FFT will keep the pitch constant but need more number crunching and they can sound weird if changing by more than a few percent. It may be worth experimenting.
