"Flicker" in Quickstep

As far as we know, there is " single or double Flicker " in Quickstep. It is not standard figure but one of the most used by advanced dancers and the description of the step as follow (for single Flicker):
- R.F forward, outside partner
- Relax knees and twist toes inward
- Point LF forward and twist toes outward
- Twist toes inwards.
Then step back with LF.
Could anyone tell us some more details about Alignment, Amount of Turn, Timing and best amalgamations of this step?
